Welcome to the Lucerne Elementary School District Facility Projects

On February 9, 2022, the Lucerne Elementary School District Board of Trustees passed a resolution to become a Uniform Public Construction Cost Accounting Account (CUPCCAA) district. This act allows for public work in the amount of $60, 000 or less to be performed by negotiated contract or purchase order, eliminating the requirement for formal bid procedures on projects from $15,000 to $60,000. Projects between $60,000 and $200,000 can now be awarded using informal bidding procedures set forth by the Act in Section 22032(b).

CUPCCAA (informal bidding)

(a)Public projects of sixty thousand dollars ($60,000) or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order. (b) Public projects of two hundred thousand dollars ($200,000) If all bids received are in excess of two hundred thousand dollars ($200,000), (c) the governing body of the public agency may, by adoption of a resolution by a four-fifths vote, award the contract, at two hundred twelve thousand five hundred dollars ($212,500) or less, to the lowest responsible bidder, if it determines the cost estimate of the public agency was reasonable.

Storage Building Project

Demolition of an existing storage building, including the demolition of the existing foundation, construction of a new foundation, furnishing a new steel pre-manufactured/fabricated building, including the structural plans for the building, setting the new building onto the new foundation. The building shall be approximately 40FT X 35FT X 12FT and divided by a standing (floor to ceiling) wall into a dry storage area and a food storage area, with a separate outside entrance to each of the two areas and a ten foot wide roll up door.

Measure A Bond Project

A bond issue measure was on the ballot for Lucerne Elementary School District voters in Lake County, California, on November 8, 2016. It was approved.

"To replace outdated portables with modern permanent classrooms at Lucerne Elementary, modernize existing classrooms, enhance student safety and security, reconfigure student drop-off areas, upgrade playgrounds and fields, and provide the local match for State grants, shall the Lucerne Elementary School District be authorized to issue up to $4,000,000 in bonds at legal interest rates, with an independent Citizens' Oversight Committee, annual audits, and no money for administrator salaries"

A no vote was a vote against authorize the district to increase its debt by $4,000,000 through issuing general obligation bonds in that amount.

A 55 percent supermajority vote was required for the approval of Measure A.
